This is the Brief of the events that took place and how Attorney Firms, one Police detective (Andrew Westbrook), the Lowry family, Process Servers and others worked in concert  for the theft and fraud of Millions of dollars, keeping suits secret,  but also with violence that has ended in the Kidnapping of Sebastian Pavon Cuellar, the Murder of Raul Pavon for the Theft of absolutely everything from Daniel Pavon, even his homestead, Personal documents, but even from his family: the Theft of Bank Accounts, 2o acres of Land, 1732 Paintings and much more.

These people claim to be part of the mob with indomitability and they work with influences in high places. After one year eight months, it is true.

BRIEF:

Samantha Jennifer Lowry was a British Citizen and Illegal alien of United States at the time of the events.
Samantha discovered to be pregnant on August of 2006 in England, and then she moved to Austin Texas on September of 2006. Samantha Lowry became an illegal alien by December 2006.

By November of 2006, Samantha Met Andrew Westbrook, a Police detective of Austin Police Department.

At least since January of 2007 the Lowry Family were already working with Adelante Solutions; a company based in Austin Texas who give their clients Media and Government contacts and the company who will help them with their fraud 5 months later.

The weeding was set on February 10, 2007 to take place on September 1, 2007 (Samantha Lowry and I never got married)

We obtained Government help for the medical expenses for the birth of Sebastian, since we had no money or income at that time, my parents also help us with some of the expenses. Sebastian John Raul Pavon Cuellar was born on March 29, 2007. Samantha Lowry said she did not want him and not even to carry her last name, so instead of been Sebastian Pavon Lowry, I named my son Sebastian Pavon Cuellar.

Samantha turned hateful against me after the birth of Sebastian, but also neglected him and placed his life at risk in several ways, even at deadly risk. Samantha Lowry also refused to take him to the doctor any time after April 16, 2007, even when Sebastian had some balls in his neck that bothered him to the touch and were growing. Samantha also refuse to give him his vaccines, but also refuse for me to be able to do so. Samantha cancelled the wedding at the end of April.

Samantha Lowry moved out of my homestead (7005 Whispering Creek) on or around May 16, 2007 and moved out all her belongings as well, with the excuse of getting someone to help her with the baby because she could not cope with him. She started threats she will take Sebastian to her mother Susan Lowry who owned a Child Nursery named; Hillsborough Nursery At Bishopstone, Swindon, in the United Kingdom. I started to contact police since then, but I did not receive any help.

Samantha Said she needed time and wanted to marry me,  I agree, so I decided to go to Mexico, Samantha was living at Thomas wood Lane at the time, but the day I was leaving I found Samantha had broken into my home and stolen all the travel documents from me and my son, I called the police and filed a report. Samantha then threaten she will take him to the United Kingdom.

I left to Mexico with my son, (two months old at the time) on May 25, 2007. There were no custody orders, no custody agreements, simply nothing at all. Samantha was to arrive May 28, 2007 to Mexico City. (Click here to see exactly what was happening at the time) But did not, she kept postponing her arrival to Mexico. Her mother Susan was the one who called me to let me know Samantha was feeling ill but She would arrive to Mexico soon.

Without my knowledge at the time: Samantha called the police and said to them I had left with Sebastian to Mexico, but police said there was no crime and they could not do anything, there was neither abduction since there were no court orders or  agreements. But then Samantha Lowry contacted her friend and influences, and everything changed.

Then Samantha Lowry in Austin brakes into my homestead and moves in with 8 people. Samantha broke into my home by braking a window and in presence of Police two officers.

Samantha Lowry using influences, on May 28 (it was Monday Labor Day holiday) gets the consul of the British Embassy (there is not even a Consulate or Embassy of the United Kingdom in Austin) to have a meeting with FBI and POLICE in Austin when there was no crime committed and the day Samantha was to arrive to Mexico,  but with such influences, they start to file a “warrant for anything” (their exact words).

Samantha working in concert with her friend Andrew Westbrook (Police Detective) starts to file false claims against me, Andrew Westbrook even committed over 18 perjuries in his affidavit even changing the other officers statements and Samantha Affidavit (even with someone else´s writing)  to make for false warrants against me. At the same time Tristan Nind, a boyfriend of Samantha Lowry and her brother Joseph Lowry had arrived to Mexico City on May 28, 2007 and begin attempting to file charges against me.

Samantha and her parents hired an attorney firm four days after I was with my son in Mexico and awaiting Samantha; Samantha, Susan and John Lowry hired Milner Firm on May 29, to start custody proceedings.

Milner Firm Starts the original petition on May 30, 2007 and claiming by fraud and deception Sebastian was in Austin Texas with risk of International abduction, and to forbid my right to obtain any travel documents for him. When in fact Samantha Lowry had all our Travel Documents.

They keep secret all these actions, they even keep secret the court proceedings, but Samantha claiming she was coming to Mexico but postponing her trip.

Since I could not wait any longer and my car was left in a parking lot in Laredo, Texas, but also I had to go back to work and for a closing of a property, I started to ask for our travel documents to be able to return. Samantha was either evasive or simply did not respond.

Threats started against my parents in Mexico, even deadly threats, (Father 79 Years of age, Mother around 70 years of age) so I wrote to Samantha Lowry to stop her threats and harassment to my family, especially with the heart condition of my mother and I was going to Laredo with Sebastian and for her to send with anyone our travel documents to be sent to the Border for me and Sebastian to enter the United States.

I went to Laredo with my son on or around June 3, 2007 but nobody show up, but now I also know FBI and POLICE were involved at the time and they even had claimed Sebastian was allergic to all types of formula and could DIE from 24 to 48 hours, nevertheless nobody show up with our travel documents, Samantha did not even told me nobody would be there.

This shows they did not care for Sebastian, but in fact they were using a two month old baby for profits, but is of serious concern why FBI or POLICE were not at the border of Laredo to let me and Sebastian into the United States.

Sebastian and I returned to Mexico, and Samantha sent an email claiming she had used the rest of the money I had given her ($2000) for her trip to Mexico and the trip we had planned to take to the beach; to hire an attorney to make documents of Joint Custody but that were not filed and not signed and she will only do so, only if I will want to.

Samantha Lowry keeps secret all the proceedings they were doing while Deadly threats intensified against my Parents, so I am oblige to leave my parents home. As soon as I did and without my knowledge at the time, the Lowry Family started serious Physical Violence and more Deadly Threats against them, when already the Police, The attorney firms knew my mother had a heart condition and knew of the serious threats and violence of the Lowry Family against my family.

My parents are forced to move out of their home, by their deteriorated health from the violence they had received, at that time I lost contact with them.

I kept asking for our travel documents to return, but Samantha refused, I even asked for a letter of immigration for me and Sebastian to be able to return to the United States, but they refused.

Her attorney contacted me claiming I had a warrant for Parental Kidnapping on June 8 (but was a lie), at that time I hired an attorney and I offered to return Sebastian, but my Attorney at the time said we needed a signed agreement, but they also refused to even reach or talk about any agreement, while in fact, they were obtaining the False Parental Kidnapping (June 18).

But if FBI had my emails at the time and knew there were no custody orders at the time I left, and I was doing all I could to return, they knew they were false warrants, so apparently these emails were withheld from them.

Threats started form her attorneys against my parents assets, but her attorneys still keeping secret their proceedings and even threats and harrasment against a friend of mine, when in fact they knew I was not even with my parents and I was forced to leave my parents and their home by the harassment and deadly threats of the Lowry family against them.

They kept all the court proceeding secret, and manipulating Judges, FBI, POLICE and even Governments with their false claims in United States, England and Mexico. They even get influence that reached Tony Blair to give them full consular support and they successfully obtained two false warrants against me.

They refuse to send our travel documents even place restrictions for me to obtain any, took over my homestead illegally with all my personal documents as well, simply, they made impossible the return of me and my son to the United States and impossible for us to be heard or be present in court.

All the charges I had made even since before I left the United States, even for the theft of our doucments, trespassing, even for Family Violence, kidnapping of my son, criminal mischief and others, they were all ignored, transfered and/or intercepted up to date by Andrew Westbrook.

Then they hire a highly influence attorney Firm: Minton Burton and Collins, a firm who represents Government officials and important people when they do crimes. Such Firm hires Milner Firm and Bratton and Bratton Firm.

On July 6, 2007 they start a suit against my parents as well, OUT OF JURISDICTION and even when they know I was in Veracruz and my parents were in Mexico City and we had no contact.  These fraudulent firm within four days they place illegal writs and liens against all the assets of my parents. Without service and even keeping secret the last known address ( the Lowry family and the attorney firms very well knew where my parents were and even showed photos of my mother outside the true last know address) but they kept it secret, to keep the suits secret. They also kept secret the “last Known Address” from the constable, from the banks and everyone for my parents to not know about such suits and that all their assets and property were about to be stolen without their knowledge.

At the same time they start a harassment against my whole family, they even did three illegal raids in my parents home in Mexico City (they only appeared in News Papers in England, (also shows the fundraiser fraud after getting 35 million dollar judgement)) and when they knew I was in Veracruz at the time (by her testimonies in court,  Samantha and her family traced all my emails and knew I was in Veracruz at the time), we have not obtain any legal record of such raids up to date, but they were a huge theft, and documents stolen (including bank statements) from my parents home, were presented in Travis County Court by Samantha Lowry and her attorneys and used for fraud.

By keeping the suit secret they get granted a Judgment for 35 million Dollars against my parents (Out of Jurisdiction) and me on August 22, 2007 (Important to say, not even my whole family together with all their families together we will reach not even close to have that amount of money). To get away with this Frivolous Fraud, they worked with a Process server named Mike Techow to claim in his affidavit he made service, but committed perjury on a service that never took place and was until November 28, 2007 that he admitted to his NON service, but past the appeal time of one Month. This Out Of Jurisdiction Frivolous Fraud was Granted by Judge Gus Strauss and without a single evidence to prove any of their claims, in fact, all evidence they had submitted showed the fraud, frivolous suit and theft they were doing.

By making impossible my return or to be present or be heard in court and without any legal service, but also without any evidence of their claims, they also obtain everything from me, even my homestead, my personal documents, personal property, simply everything, when we were not even married, simply all they obtain was against the law, against the Constitution, against Civil Rights and without any single evidence to prove their claims, even they get granted $ 4117 child support a month when my income was $18000 for the whole year of 2006 and none for 2007, they did not even follow child support guidelines of Texas Laws, did not even prove any income, they also obtain a “ransom” of $ 300000 dollars if I would ever want to see my son, but the evidence they presented shows their Fraud in detail. No evidence of their claims.  This was granted by Judge John K Dietz. (Click to see the decree and the evidence they used)

In Both Cases the evidence they used shows their fraud in Detail, and in fact most exhibits you have seen are part of those records.

They keep secret the decrees, and immediately start with the auction of the properties of my parents, but even those auctions are made illegally, they do not appear in the list of the Court of the properties to be auction and they even claimed they had the buyer and they will buy a portion themselves (around 144 acres in West Austin, plus more acreage in Texas), they empty ALL the bank accounts of my parents without notice and without service. Their "modus operandi" was simply to take everything from the victims for them to not be able to afford justice, ever.

The Lowry Family also stolen 1732 Original Fine Art Paintings, around 1200 Fine Art Paintings the Lowry family claimed to have burned them. 26 years of Work but aslo the future financial estability for my son. But I have evidence some of them were shipped overseas.

Because the attorney firms and Lowry Family did all to make impossible due process, and taken our rights, privileges, and property without even the opportunity to be heard in a true conspiracy against our rights.  Samantha Lowry, Me, and all our attorneys on both sides (also the attorneys of my parents since my parents were included in such agreement) reached an agreement on November 28, 2007,  and was executed as a contract and settlement agreement on December 3, 2007.

Such Contract was simply to have Due process of law, were we could all be heard and be present in court, all court proceedings will start from the beginning and in the best interest of Sebastian will remain with both parents. Samantha Lowry renounce and waived all what she had won illegally, including to the custody of Sebastian.

Sebastian was to remain under custody of both parents, with weekly visits to child protection services.

The agreement was not only agreed by all attorneys on both sides, Samantha and I, but also notarized by the U.S. Embassy, British Embassy and Mexican Notary public and executed in presence of very high rank officials, including Family Director for Secretaria de Relaciones Exteriores, U.S Consul, British Consul along others to give it full validity and jurisdiction in three countries; Mexico, United States and United Kingdom. Also was filed in Travis County Court and remain with full validity up to date.

During the meeting when the Contract was executed, Samantha Lowry requested a D.N.A. of Sebastian, which made me believe Sebastian may not even be my son, especially when Samantha Lowry said to be Pregnant in England when I was in Mexico.

But Samantha Lowry Kidnapped my son that same day on December 3, 2007 in concert with her Boyfriend Tristan Nind and her brother Joseph Lowry and I have not heard anything from any of them or in regards to my son since then. I only saw a picture of my son on the News to be in deep distress and sadness.

My parents found of the judgment against them which also was even out of Jurisdiction and without service or notice and they countersue Samantha Lowry. My parents were obliged to be present to give their deposition and for the first hearing in Austin Texas, even against the doctor’s advice and the risk to my Mother’s health. (Heart condition)

My parents went to Austin Texas on or around January 20, 2008, but my father brought with him the evidence against these people which prove their fraud, frivolous suits, deadly threats, murder attempts, and much more, including all the illegal activities of the attorney firms and gives such evidence to Mark Ray Hernandez (their own attorney) suddenly the Hearing gets cancelled and their depositions as well. My parents return to Mexico on January 26, 2008 and my father was murdered in less than two weeks later on February 8, 2008 right on front of my mother. They were married 49 years.
Immediately thereafter, we received dead threats if we will go to the United States.

The Attorneys for my parents never presented such evidence in court, not even give it to FBI or POLICE. My attorney Roy Barrera pull out of the case.

To not brake attorney client privilege information, the evidence is not disclose on a public manner, but available upon request. Within this evidence includes how the attorneys of my parents hide the subpoenas from my parents for them to not be present in court or be heard, and even attempting to make them lose their law suit, includes many other illegal activities. A total of around 5 attorney firms who we hired and made illegal actions against us. But also by law, they were to report all the illegal actions of the attorneys for the Lowry Family to the proper Law enforcement authorities but did not. Up to date we cannot make it to court.

On April 1, 2008 they sell Twenty acres of Land from my father (Only 22 days after his murder) and against the Contract and Settlement Agreement.

They also start the sale of Fine art paintings belonging to my father.

Such actions against the valid agreement signed on December 3, 2007, against the law, against the Constitution and without due process of law. Simply taking advantage of the murder of my father and the grief we had.

I have send evidence to FBI, District attorneys, US Attorneys, and many others, along with evidence of many other crimes committed against me, my son and my family.  But Justice is been denied for one year and 8 months. These people remain with indomitability.

Please help us with the recovery of the kidnapping of my son, Secretaria de Relaciones has been asking for the return of Sebastian to Mexico for several months, FBI Austin said I needed to call the Police in Austin to make the charges, but once I call the Austin Police Department, Andrew Westbrook has intercepted all my charges up to date.

I have also filed complaints with internal affairs and Grievance commission, but without help (Some of the attorneys of these firms are even the founders of the Texas Attorney Association)

Please help us. Justice has been denied for One Year eight months, and we only have a few months before their crimes start to prescribe by the statutes of limitations.

Please, help us make Justice against this illegal alien and people who claim to be part of a mob, and who have something in common: Their names start with an initial of either “J” or “S”.

If I would have been heard in court, Samantha Lowry would have to take half of the debt we incurred during our relationship (over $200000), she would get a maximum of maybe $200 a month on child support, (but none at the time since I had No income) Sebastian would have to remain in Austin, Texas, Samantha Lowry was not entitled to any part of my homestead since it was bought on 1997, and she did not even live there, we were not even married. Nothing else. Samantha Lowry could have lost even the custody of Sebastian, but I believe in children rights, to grow with both parents. But also is the parents duty to look for the true best interest of their children and that is to grow with both parents.

But by making impossible for me to be heard  and also sue my parents out of jurisdiction and keeping the suits secret, then, the mob obtained all: my homestead, 20 acres adjoining commercial property in two sides (already sold), 35 million dollar judgment, $ 4117 child support a month, sole custody of Sebastian and to take him anywhere she wants without me knowing where, no rights for me, also 144 acres in West Austin, Bank accounts, 1732 paintings ( 1200 they claim were burned , the remaining they claim to have started the sale), $300000 cash "ransom" if I would ever want to see his son! all furniture, documents papers, equipment, tools, and much more. All by fraud and deception, to me, to my son, to my parents, to Law Enforcement, to FBI, to Police, To Judges, To Interpol, To Parliament Members,  to Three Governments and many others, even Tony Blair. Yet, because of high influences they remain free, Justice denied.

These criminals used a two month old baby and the elderly for profits. An illegal alien who actually did this to a Texas resident and Taxpayer? To people who invest in Texas? The evidence they used did not prove any of their claims, in fact, the evidence they used prove their fraud and crimes in detail. (will all be posted soon)

But this was possible only by the attorney firms who were getting a share of the profits (40%) plus half a million dollars in "fake" attorney fees. Same that they did not even prove 10% of what they claimed, not even months later. They even used the same receipts in two different cases (Duplication of attorneys fees) and did not even add up to 10% of what they claimed.

We need Justice to start and obtain Protection from the Law, from FBI and/or Police.
We need to enter the United States, but cannot do so with the existing dead threats, even a Dead Threat from Andrew Westbrook, existing False Warrants, and existing influences against us, but especially by seen that these criminals are immune to Justice and they can commit all types of crimes and illegal activities without any consequences.
